On 01-25-10 at around 4:30 AM the Market Basket located at 5960 Highway 105 (Eastex Freeway and Highway 105) was found burglarized.  Video surveillance shows a white male wearing dark clothing inside the store at 2:30 AM running around.  Entry was gained through the roof but the suspect had trouble finding his way out of the store.  The suspect finally broke out a window in front to get out.  The suspect appears paniked as he tries to find a way out.
 
The suspect is described as a white male wearing a dark skull cap, dark jacket, dark jeans, white tennis shoes, tan backpack, and tan gloves.

The Beaumont Police Department and US Marshal Service are looking for Willie Howard Batiste, a 52 year old Beaumont man, who is wanted for a Parole Violation warrant for Possession of a Controlled Substance/Dangerous Drugs.

Offense:  Felony Theft


On 2-7-2010 at about 2:13 AM, Officers were dispatched to 1940 Pecos in reference to a burglary alarm.  Upon arrival, Officers observed a subject run from the business.  The man was detained, and upon investigation, Officers determined he had stolen a large submersible pump valued at over $1,500.  The man was identified as Paul White, 44 years old from Beaumont, TX.  He was booked into Jefferson County Jail for Theft.

Offense:  Evading Arrest in a Motor Vehicle, Possession of Marijuana, Feleony Warrant


On 2-7-2010 at about 1:31 AM, Officers attempted to stop Roy L. Mitchell who was driving a vehicle in the area of Hwy 105 and Eastex Freeway. They were aware that Mitchell had an outstanding felony warrant for Possession of a Controlled Substance. Mitchell initially stopped but as officers approached on foot he fled in his vehicle.  He was eventually stopped and arrested in the 4600 block of Detroit.  Mitchell was booked into Jefferson County Jail for the felony warrant, Evading Arrest in a Motor Vehicle, and Possession of Marijuana which was found in his vehicle.  MItchell is a 31 year old male from Beaumont, TX.

Offense:  Aggravated Robbery and Unauthorized Use of a Motor Vehicle


On 2-5-2010 at about 10:29 AM, a lone black male entered Houston Grocery located in the 2700 block of Houston armed with a handgun.  The actor demanded money from the clerk at gunpoint.  The clerk complied.  The actor struck the clerk in the head twice with the handgun then demanded the clerk's vehicle keys.  The suspect fled in the clerk's maroon Toyota 4Runner bearing Texas license NFT298 along with cash and property from the store.  The suspect is described as a black male around 5'11".

Offense:  Aggravated Robbery

On 2-4-2010 at about 12:22 AM, Officers were dispatched to Waffle House located at 5875 Hwy 105 in reference to a robbery that had just occurred.  The white male suspect had been armed with a knife and fled in a white van.  Officers checking the area located a 2005 white van in the 4800 block of Concord.  The van was occupied by a white male matching the description of the suspect from the robbery.  The male was detained by officers and subsequently identified by witnesses as the person who committed the robbery.  He was identified as Chad Arthur Lindsey, 49 years old from Orange, TX.  The van was also determined to be stolen.  Lindsey was arrested for Aggravated Robbery, Unauthorized Use of a Motor Vehicle, and a Parole Violation Warrant.

Offense:  Evading Arrest with a Motor Vehicle

On 02-03-10 at 10:20 PM an officer observed a disturbance at 10th Street and Hoover.  As the officer approached, the people involved tried to flee in their vehicles.  The officer had parked his car in front of their vehicles.  One of the cars hit the patrol car on the front passenger side door.  When the officer approached the vehicle the driver put it in reverse and tried to flee from the officer.  The vehicle hit the officer.  The driver continued to try to get away from the officer and drove into the ditch.  As the officer tried to arrest the driver he again tried to flee in the vehicle by driving out of the ditch and hit the officer again.  The officer was then able to arrest the driver who was identified as Royale Charles Plair 26 of Beaumont.  He was booked for Evading Arrest with a Motor Vehicle a State Jail Felony.  His bond is set at $10,000.  Additional chargles may be filed.

Auto Burglary Trend

The Beaumont Police Department has seen a recent increase in auto burglaries across the Beaumont area over the past few months and we need your help in preventing these crimes as well as solving them.  Here are a few things that you can do to help.
  
     • Park in well lit areas.
  
     • Lock Your Car.
  
     • DO NOT leave purses or items of obvious value in plain view.  If you are going to hide an item, make sure   that it is hidden prior to your arrival at the place that you are going to park.  Do not get out of your car  and place your purse or GPS in the trunk once you have arrived at your destination.
  
     • DO report suspicious activity such as individuals or groups of people that do not look like they belong in  the area.
    
While we have had numerous auto burglaries across the Beaumont area where a broad range of items have been stolen such as purses and GPS’s, there have been a trend where actors are specifically stealing in-dash car stereos.

On 01-24-10 at 5:46 PM officers responded to the 7000 block of Hurley in reference to a disturbance with shots fired.  Witnesses told officers that Christopher Dale Sanborn, 26 year old Beaumont, came to their house on Hurley accusing them of stealing from his house on San Diego.  Apparently they had been to Sanborn's house earlier in the day.  During the disturbance at the house on Hurley a man was assaulted and a shot fired.  No one was hit by gun fire.  Sanborn and a companion of his fled from the house on Hurley and went to another house in the 8200 block of San Diego where Sanborn threatened family members with a handgun.  Sanborn and is companion then fled back to their house in the 8000 block of San Diego.  Officer were able to track Sanborn to that address.  They attempted to make contact with him but he refused to talk with police.  Knowing he was armed and had already threatened and assaulted several people SWAT was called out.  Negotiators were eventually able to speak with Sanborn and persuaded him to surrender.  He and his companion came out and were taken into custody.  They were both transported to the station for questioning.  Sanborn was later booked into the Jefferson County Jail for Aggravated Robbery.  His companion was released.  Several homes were evacuated during the stand off but they were able to return to the homes at around 9:45 PM.

On Friday 01-22-10 at 10:30 PM Officers were dispatched to a Robbery in progress at the Neighborhood Grocery 1265 N. Major Dr.  When the officers arrived they learned the robbery occurred 15 minutes prior to being reported to police due to the clerk calling the owner before calling police.  The clerk said 2 black males entered the store displaying a gun demanding money.  The actors grabbed the till from the register and fled the store.  According to the clerk the actors fled in an unknown vehicle north bound on Major Drive.  

The suspects were described as: 
#1 black male, 5'06", thin build, 20-22 years old, armed with a black handgun,
#2 black male, 5'07", in his thirties, medium building, armed with a silver handgun.

This morning at 11:38 a.m., Officers responded to a 911 cell phone hang up call that was traced to the 1400 block of Concord.  Officers arrived and located the victim of an assault.  The female victim advised that she had followed her boyfriend to the only house in that block.  She also advised that he may be armed with a handgun.  Officers observed the suspect attempt to escape the home out the back door but he was deterred by burglar bars. 
 
The suspect, identified as 22 year old Gregory Hawkins of Beaumont, had two felony narcotics warrants and three outstanding city warrants. 
 
The owner of the home, an elderly man, came out of the residence.  Hawkins, accompanied by an 18 year old male friend, refused to exit the home.  Officers established a perimeter.  After about an hour, Hawkins surrendered to Police.  The 18 year old came out after the K-9 Unit announced their presence at the front door.  The 18 year old was clear of any warrants and had not committed a crime so he was released. 
 
Hawkins was arrested and taken to the Jefferson County Jail where he was booked in on the above listed charges as well as Aggravated Assault/Family Violence.

DATE: 01-17-10 
 
On 01-15-09 at 8:37 P.M., A 63 year old Beaumont man was robbed by two young black males in the 3700 block of Natalie, as he walked out to his mailbox.  According to the victim, he was approached by the suspects, who were wearing hoodies. One of the suspects grabbed the victim and placed him in a headlock while the other began hitting him in the face.  They robbed him of his jewelry but did not get his wallet. 

Officers arrived in the area and conducted a search.  One of the suspects, 20 year old Warren Allen Smith of Beaumont, ran from officers but they were able to quickly take him into custody.  The stolen jewelry was recovered.  Smith was booked into the Jefferson County Jail for Aggravated Robbery.  The other suspect is still at large.

Aggravated Robbery 

On 01-16-10 at 3:10 p.m., Officers responded to an Aggravated Robbery at the Quick Stop Convenience Store at 8095 College.  The clerk advised that a lone black male entered into the store wielding a camouflage shotgun.  He stole two pair of Nike shoes and the cash from the register.  He ran to a waiting dark blue Cadillac.  Officers later stopped the vehicle.  The stolen property and cash were recovered.  The shotgun was later found hidden at the residence of one of the suspects.  The suspects arrested are Dashmon Crosby, a 22 year old Beaumont resident and a 16 year old male juvenile.
 
The adult was booked into the Jefferson County Jail on the charge of Aggravated Robbery and the juvenile was booked into juvenile detention.  The vehicle was towed. 


Burglars Arrested 

On 01-16-20 at 3:06 a.m., Officers responded to a burglary in progress at Osborne Cabinets, 8080 Eastex Freeway.  Upon arrival, Officers discovered a white female standing near a shattered window.  She was there with her estranged husband who was discovered hiding in nearby bushes.  He suffered cuts to his hands apparently climbing through the window. 
 
Micah Esclovan, a 30 year old Lumberton resident, was booked into the Jefferson County Jail on the charge of Burglary.  The female, 30 year old Sondra Burrell of Lumberton, was booked into the Jefferson County Jail for warrants stemming out of Hardin County.  She also resisted arrest, search and transport and was booked in on those charges. 


Theft Suspect Arrested 

On 01-17-10 at 12:19 a.m., Officers responded to the Entergy Facility on N. 11th street in reference to a theft in progress.  It was reported that there was a black male in the yard stealing metal.  A perimeter was established and a K-9 team was brought in.  Officers observed the sispect run across the yard and later located the suspect hiding on top of a building.  He was identified as 49 year old Albert James Turpeau of Beaumont.  He was booked into the Jefferson County Jail for a State Jail Felony Theft.


ACADEMY BEGINS JANUARY 28, 2010APPLICATIONS ARE BEING ACCEPTED FOR CITIZENS POLICE ACADEMY

The first session of the Citizens Police Academy was held in January 1994. Since that time two classes per year have been conducted. One is held in the Fall and one is held in the Spring each year. Our academy is somewhat unique in that three law enforcement agencies cooperate to run the academy and pick the students to participate. This working relationship has enhanced the spirit of cooperation between the Beaumont Police Department, the Port Arthur Police Department, the Jefferson County Sheriff’s Department, and the Lamar Institute of Technology. The Citizens Academy was designed to fulfill several functions. First, as an educational tool for the general public who are interested in learning more about law enforcement. This includes the job risks, legal constraints, tactical techniques, and much more. It also serves as a public relations program that helps to build relationships between the police agencies and the public they serve. Officers and citizens interact in a setting that is often the first of that type for many students.  On 01-14-10 at 11:00 PM officers stopped a vehicle for a traffic violation in the 700 block of I10 East.  When officers searched the vehicle they found 38 Kilos of Cocaine hidden in the vehicle.  The driver was arrested and booked into the Jefferson County Jail for Possession of a Controlled Substance.  He was identified as Osvaldo Castillo 38 of Houston. 

The process for acceptance into the Academy begins when an interested person submits an application to attend one of the sessions. Applications are then reviewed by the agency receiving the application, and persons are selected to attend by that agency. A typical session consists of 15 classes held over a 13 week period. Generally, classes are held from 7:00PM until 9:30PM each Thursday. However, 2 classes are conducted on Saturdays. There are a maximum of 36 citizens enrolled in each class. Class size is limited because of the many hands-on activities that are utilized by the instructors. All class members are encouraged to participate in the exercises, but participation is not mandatory. However, most do take part.  

During the 13 weekly sessions, working police officers with expertise in specific topics serve as instructors. The classes cover many areas of police work, including the law, defensive tactics, handcuffing, K-9 operations, firearms, use of deadly force, traffic stops, crime scene investigation, etc. One of the highlights of the class is the pursuit driving class. Conducted on a Saturday morning, participants are allowed to actually drive police cars using National Academy of Professional Driving (NAPD) techniques. A Saturday session is also conducted at the firearms range, which is devoted to teaching basic firearms skills. 

About 900 people have successfully completed the Academy. Those graduates have formed an alumni association, which meets regularly and continues with additional training. This association also assists in many police/community projects, such as the Special Olympics, Explorer Scout Program, and the Santa in Blue program.

On 12-21-09 at 5:34 AM a black male wearing a mask and all black clothing entered Speedy Stop Exxon located at 501 Washington Blvd and stole a bank bag from behind the counter.  No weapon was displayed and no one was hurt.  The loss in the the thousands of dollars.

Tonight, Wednesday 01-13-10, at 8:28 PM Church's Chicken located 615 Washington Blvd. was robbed by a gunman.  A witness sitting in the drive saw the robbery occurring and called the police.  Witnesses said a black male entered the store displaying a handgun demanding money.  The employees complied and the suspect was last seen running south from the store toward Euclid Street.  There was an undetermined amount of money taken.  The suspect is described as a black male, 20-30 years old, 5'08", 150 pounds, medium light complexion, brown eyes, mustache with a goatee, wide nose, mole or birthmark on his right cheek, wearing a black hooded jacket, black knit cap, dark pants, and armed with a handgun.

Today, Wednesday 01-09-10, at around 1:18 PM an officer tried to stop a black Kia for a traffic violation.  The vehicle sped away from officers.  2 black males jumped out of this car in the 700 block of Bonham St. behind the old Sear Service Center on Laurel Ave.  Both suspects were found hiding in a dumpster 3 blocks south of here near Fannin St.  They were arrested.  The vehicle they were in was reported stolen out of Chambers County in December 2009.  Chambers County had a warrant for third man who actual stole the vehicle.  The driver said he borrowed the car from some.  Both were brought to the station for questioning.  They are facing charges of Evading on Foot (a Misdemeanor) and in a Motor Vehicle (a Felony).  They have not been booked into jail at the time of this release.

Today, Saturday 01-09-10, at 1:05 PM Compass Bank at 2635 I10 East was robbed by 2 masked gunman.  According to witnesses 2 black males entered the bank displaying handguns demanding money.  The tellers complied and the suspects fled the bank on foot east toward 10th Street.  A dye pack was given to them in the money and may have exploded after they fled the scene.  Witnesses said they got into a waiting car on 10th Street that was last seen south on 10th Street from I10 service road.  The vehicle was described as a gray newer model Honda with dark tinted windows. 

Suspect #1 5'08", large build, 220-240 pounds

Suspect #2 5'03", think build, 130-150 pounds

Both were wearing all black with ski masks on. 

If the dye pack exploded on the suspects they will have very distinct purple dye on their clothing, hands or faces.  If you see anything like this please call and report it.

Texans with Disabilities Preparedness for Cold Weather

Texans who are particularly vulnerable to exposure from freezing temperatures, such as the elderly and those with disabilities, should organize activities outside of their home so that they go out in the warmest part of the day.  Texans who are paralyzed from the chest or waist down and individuals who have difficulty sensing and maintaining heat in their extremities are at risk for severe frostbite and need to protect their feet, pelvic areas, and hands because of circulation problems. It is important to dress for the weather by wearing several layers of clothes, keeping one's head, neck, and chest covered with scarves, and wearing two pairs of thick socks under lined boots. Texans using a wheelchair should wrap a blanket over their pelvic region and limit their amount of time outside.

To enable the full functioning of driving adaptation equipment in motor vehicles, allow your vehicle to warm up before you get in them. Service animals should wear a coat or cape underneath their regular harness and should sit or lay on a blanket in the vehicle or on cold floors inside your home or place of destination. Sometimes it is helpful in snow to protect your dog’s paws with boots or be sure to warm feet and clean any debris once inside.

Pneumatic tires provide better traction for wheelchairs on icy surfaces. Tires for dirt bikes (sold through bicycle shops) can be used as an alternative on icy surfaces. Ramps should be cleared of ice by using standard table salt or cat litter, as rock salt is poisonous to service dogs. Rock salt can also be slippery for certain types of mobility aides. Freezing rain will stick to canes, walkers, fore arm cuffs, and wheelchairs making the metal parts slippery and cold to touch. Driving gloves which grip can be helpful. When returning wheelchairs to vehicles, it is important to first remove the tires and shake the debris and ice off of them. The tire rims, and other metal parts that may have any salt or other de-icing chemicals on them need to be wiped off to avoid rust on the metal parts.

Public Health Interventions

Educating communities about preventive steps that they can be taken both in advance of winter and once a storm has begun will help reduce the impact. Winter storm preparation activities should include:

  • Home winterization activities (insulating pipes, installing storm windows).
  • Collect winter clothing and supplies such as extra blankets, warm coats and clothes, water-resistant boots, hats and mittens.
  • Assemble a disaster supplies kit containing a first aid kit, battery powered weather radio, flashlight, and extra batteries.
  • Stock canned food, non-electric can opener, and bottled water.
  • Winterize vehicles, keep gas tank full, and assemble a disaster supplies car kit.
  • In heavy snow, stay away from downed power lines.

Winter Weather Checklists (CDC guidance)

 

Stock up on emergency supplies for communication, food, safety, heating, and car in case a storm hits.

Communication Checklist

  • Make sure you have at least one of the following in case there is a power failure:
    • Battery-powered radio (for listening to local emergency instructions). Have extra batteries.
    • National Oceanic and Atmospheric Administration (NOAA) weather radio receiver (for listening to National Weather Service broadcasts). See www.nws.noaa.gov/nwr for more information.
  • Find out how your community warns the public about severe weather:
    • Siren
    • Radio
    • TV
  • Listen to emergency broadcasts.
  • Know what winter storm warning terms mean:
    • Winter weather advisory: expect winter weather conditions to cause inconvenience and hazards.
    • Frost/freeze warning: expect below-freezing temperatures.
    • Winter storm watch: be alert; a storm is likely.
    • Winter storm warning: take action; the storm is in or entering the area.
    • Blizzard warning: seek refuge immediately! Snow and strong winds, near-zero visibility, deep snow drifts, and life-threatening wind chill.

Food and Safety Checklist

Have a week’s worth of food and safety supplies. If you live far from other people, have more supplies on hand.

  • Drinking water
  • Canned/no-cook food (bread, crackers, dried fruits)
  • Non-electric can opener
  • Baby food and formula (if baby in the household)
  • Prescription drugs and other medicine
  • First-aid kit
  • Rock-salt to melt ice on walkways
  • Supply of cat litter or bag of sand to add traction on walkways
  • Flashlight and extra batteries
  • Battery-powered lamps or lanterns
    (To prevent the risk of fire, avoid using candles.)

Water Checklist

  • Leave all water taps slightly open so they drip continuously.
  • Keep the indoor temperature warm.
  • Allow more heated air near pipes. Open kitchen cabinet doors under the kitchen sink.
  • If your pipes do freeze, do not thaw them with a torch. Thaw the pipes slowly with warm air from an electric hair dryer.
  • If you cannot thaw your pipes, or if the pipes have broken open, use bottled water or get water from a neighbor’s home.
  • Have bottled water on hand.
  • In an emergency—if no other water is available—snow can be melted for water. Bringing water to a rolling boil for one minute will kill most germs but won’t get rid of chemicals sometimes found in snow.

Heating Checklist

  • Have at least one of the following heat sources in case the power goes out:
    • Fireplace with plenty of dry firewood or gas log fireplace
    • Portable space heaters or kerosene heaters
  • Check with your local fire department to make sure that kerosene heaters are legal in your area.
  • Never place a space heater on top of furniture or near water.
  • Use electric space heaters with
    • automatic shut-off switches and
    • nonglowing elements.
  • Keep heat sources at least 3 feet away from furniture and drapes.
  • Never leave children unattended near a space heater.
  • Have the following safety equipment:
    • Chemical fire extinguisher
    • Smoke alarm in working order (Check once a month and change batteries once a year.)
    • Carbon monoxide detector
  • Never use an electric generator indoors, inside the garage, or near the air intake of your home because of the risk of carbon monoxide poisoning:
    • Do not use the generator or appliances if they are wet.
    • Do not store gasoline indoors where the fumes could ignite.
    • Use individual heavy-duty, outdoor-rated cords to plug in other appliances.

Cooking and Lighting Checklist

Today, Thursday 01-07-10, at 10:31 AM officers responded to the 400 block of Harbor Oak Drive in reference to a 60 year old woman threatening to commit suicide.  The woman had called a relative in Houston threatening suicide, so she in turn called the Beaumont Police.  When the woman would not cooperate with the officers at the scene SWAT was called out.  Negotiators made contact with her and persuaded her to come out.  She was taken into custody by officers and she was transported to a mental health facility where officers completed an Emergency Committal.  No one else was found inside the house and no one was hurt during this operation.

On Sunday 11/22/09 at 8:37 AM the Fastlane located at 10915 Eastex Freeway was robbed by a white female.  The suspect approached the counter with her hand in her jacket pocket like she had a gun.  She demanded the money in the register.  The employee put the money in a white plastic bag and the suspect fled the store on foot north around the east side of the building.
 
The suspect is described as a white female 5'01" to 5'02", 130-140 pounds, black hair, medium complexion, wearing a dark blue jacket with dark blue/pink plaid pajama bottoms.

                                         PREPARATION FOR FREEZING OUTSIDE PLUMBING

 

Protect outside pipes and faucets

 Wrap outside faucets or hose bibs 

Follow this procedure if you don’t have a separate valve to turn off outside faucets. Use newspaper or rags covered with plastic, fiber glass or molded foam insulating covers to wrap the outside faucets and all exposed piping. (Molded foam insulating covers are available at plumbing and hardware stores). 

Drain in ground sprinkler systems as per manufacturers recommendation.                                         INSIDE PLUMBING

Insulate pipes in unheated areas such as the crawl space, attic, and garage. Use insulating tape or molded pipe sleeve, wrap it over the entire length of exposed pipe. Cover all exposed valves, pipe fittings, etc. with insulating tape or fiberglass. (Check your hardware store for supplies).

Shut off and drain your water system if you are leaving home for several days. (Turn off the water heater before draining the system). Leaving your heater on a low setting while you are gone helps, but may not prevent freezing. Turn off the main shut off valve at the meter then go through the house and turn on all faucets, sinks, tubs, showers, etc., and flush the toilets.

Open cupboard and closet doors. Leaving the cupboard and closet doors open when the temperature is below freezing, allows pipes behind the cupboard and closet doors to get more heat.

Let the water run if the temperature dips below freezing. (A stream slightly smaller than a pencil width should be sufficient). Faucets farthest from the street should be the ones left running. Using cold water will save on your gas or electric bill. The City of Beaumont WILL NOT reimburse the customers for any water used as a preventative measure during freezing conditions.

 If you have a separate valve for outside faucets, shut it off. Then go outside and turn on ALL the faucets to drain water in the lines. Also remember to disconnect garden hoses.
