ADMINISTRATIVE/SERVICES DIVISION

This division is made up of three units: Property, Police Community Relations and Training & Personnel . In addition, two special units report directly to the Chief of Police. Those two units are: Internal Affairs and Vice and Narcotics

PROPERTY

The Property Unit is responsible for the collection and care of recovered property, the storing and issuing of officers' uniforms and equipment, the processing of paperwork for liquor license applicants and the permitting and regulation of precious metal dealers.

POLICE COMMUNITY RELATIONS

The Police Community Relations Unit coordinates such community outreach programs as DARE (Drug Abuse Resistance Education) and GREAT (Gang Resistance Education and Training). DARE is currently being taught in all fifth grade classes of the Beaumont Independent School District. This unit also oversees the Police Museum which is housed in the old city jail. Visitors may view weapon and drug displays as well as old jail cells and department memorabilia. The unit provides numerous community talks and crime prevention presentations. Beaumont Crime Stoppers also is housed in this unit.

TRAINING & PERSONNEL

The Training and Personnel Office not only oversees the department's training and personnel functions, it is responsible for maintaining the police vehicle fleet, police department buildings, pistol range and physical fitness room. In addition, the office coordinates and is responsible for the administration of the Citizens Police Academy. The Jefferson County Sheriff's Department and the Port Arthur Police Department both contribute and assist with the program.

The Citizens Police Academy allows Jefferson County residents the opportunity to experience various aspects of law enforcement. There is now an active Citizens Police Academy Alumni Association formed by the program graduates. The group's purpose is to continue their training and provide support for the local law enforcement community.

TRAINING

Sgt. Mark Pierce oversees the training side of this office. Training is responsible for and coordinates roll call and recruit training, as well as all in-service training, which includes firearms, defensive tactics, driving, ethics and all courses and training mandated by the Texas Commission on Law Enforcement Standards and Education (TCLEOSE). This unit also coordinates the quarterly firearms qualifications and the Field Training Officer program.

PERSONNEL

Sgt. Kenny Spitzer oversees the personnel side of this office. Personnel is responsible for and coordinates all police and civilian applicant processing, as well as police recruiting. The office conducts background investigations, employment interviews and the orientation of new employees. Interested persons may contact Sgt. INTERNAL AFFAIRS

This independent investigative unit answers directly to the Chief of Police. It investigates citizen complaints on police officers and internal complaints from supervisors. Findings are taken before the Disciplinary Review Board which makes recommendations to the Chief of Police. The Chief of Police is charged by law as the only one who can discipline sworn police personnel.

Citizens are given a choice in how they wish their complaint to be handled:

1. The FORMAL COMPLAINT requires the complainant to come to the Internal Affairs Office and give a sworn statement to the IAD investigator. After gathering pertinent information (i.e., sworn statements from witnesses, reports, pictures, etc.), the case will be presented to the Disciplinary Review board where a recommendation will be made to the Chief of Police. If the complainant desires, he or she may appear before the Disciplinary Review Board. A letter stating the disposition of the complaint will be mailed to the complainant.


2. The DOCUMENTED COMPLAINT is a written report of the complaint, as given to the Internal Affairs investigator, which is sent to the officer's supervisor. The supervisor will speak to the officer about the complaint and take whatever action he or she feels is appropriate. Action taken by the supervisor may involve returning it to IAD to be handled formally or counseling. All complaints are returned to the IAD office and reviewed by the Chief of Police.


The Internal Affairs Office hours are 8 a.m. to 5 p.m. Monday through Friday. It is best to call for an appointment.

VICE AND NARCOTICS/GANG TASK FORCE/STREET CRIMES UNIT

In 1997, the department combined three special units to strengthen the department's fight against drugs and related crimes. This consolidation has allowed the department to target specific crime ridden areas that are plagued by drugs, gang violence and violent crimes.

The K-9 Unit is a part of Vice & Narcotics. The K-9 Unit continues to be an asset to the safety of the officers, to the seizure of drugs and to the apprehension of suspects. They are greatly involved in community education by doing public demonstrations, visitations to day cares and DARE graduations. They have hosted a certification school and all K-9s are certified by two national organizations.
