The Administrative/Services Division is made up of these units:
Internal Affairs
This independent investigative unit answers directly to the Chief of Police. It investigates citizen complaints on police officers and internal complaints from supervisors. Findings are taken before the Disciplinary Review Board which makes recommendations to the Chief of Police. The Chief of Police is charged by law as the only one who can discipline sworn police personnel.
Citizens are given a choice in how they wish their complaint to be handled:
1. The FORMAL COMPLAINT requires the complainant to come to the Internal Affairs Office and give a sworn statement to the IAD investigator. After gathering pertinent information (i.e., sworn statements from witnesses, reports, pictures, etc.), the case will be presented to the Disciplinary Review board where a recommendation will be made to the Chief of Police. If the complainant desires, he or she may appear before the Disciplinary Review Board. A letter stating the disposition of the complaint will be mailed to the complainant.
2. The DOCUMENTED COMPLAINT is a written report of the complaint, as given to the Internal Affairs investigator, which is sent to the officer's supervisor. The supervisor will speak to the officer about the complaint and take whatever action he or she feels is appropriate. Action taken by the supervisor may involve returning it to IAD to be handled formally or counseling. All complaints are returned to the IAD office and reviewed by the Chief of Police.

Police Community Relations
The Police Community Relations Unit consists of two officers who coordinate community outreach programs such as GREAT Gang Resistance Education and Training). In addition, these officers are involved in emergency management meetings and disaster planning. This unit also oversees the Police Museum which is housed in the old city jail. Visitors may view weapon and displays as well as old jail cells and department memorabilia. The unit provides numerous community talks and crime prevention presentions. Beaumont Crime Stoppers also is housed in this unit.
Property
The Property Unit is responsible for the collection and care of recovered property, the storing and issuing of officers' uniforms and equipment, the processing of paperwork for liquor license applicants and the permitting and regulation of precious metal dealers.
Records Management
The Records Management Unit is responsible for keeping the department's records and conducting quality control on offense reports generated by officers on the laptop reporting system. Teleserve personnel also fall under the jurisdiction of this unit. Teleserve personnel take basic offense reports in the police lobby and over the phone. You may file a Teleserve report by calling 409-880-3862. By taking these non-serious reports, officers have been freed up to respond quicker to priority calls. Training & Personnel
The Training and Personnel Office not only oversees the department's training and personnel functions, it is responsible for maintaining the police vehicle fleet, police department buildings, pistol range and physical fitness room. In addition, the office coordinates and is responsible for the administration of the Citizens Police Academy. The Jefferson County Sheriff's Department and the Port Arthur Police Department both contribute and assist with the program.
The Citizens Police Academy allows Jefferson County residents the opportunity to experience various aspects of law enforcement. There is now an active Citizens Police Academy Alumni Association formed by the program graduates. The group's purpose is to continue their training and provide support for the local law enforcement community.

Firearms Training Facility Supervisor
The Beaumont Police Department firearms range was recently renovated to include a new range house and shoot house. Sgt. Shows oversees the range facility and well as the mandated qualifications of all sworn officers.

Sgt. Teddy Ratcliff oversees the personnel side of this office. Personnel is responsible for and coordinates all police and civilian applicant processing. The office conducts background investigations, employment interviews and the orientation of new employees. Interested persons may contact Sgt. Officer John Flanagan is assigned primarily to work on recruting new officers for the Beaumont Police Department. He also assists with other personnel assignments as needed. Officer Flanagan should be contacted to schedule a recruitment presentation for a law enforcement academy or criminal justice program.

Officer Matt Morrow oversees the training side of this office. Training is responsible for and coordinates roll call and recruit training, as well as all in-service training, which includes firearms, defensive tactics, driving, ethics and all courses and training mandated by the Texas Commission on Law Enforcement Standards and Education (TCLEOSE). This unit also coordinates the quarterly firearms qualifications and the Field Training Officer program.
